I can recommend looking at the Australian Standards - they have a large amount of very good detail on coal QA/QC.

The name of Jan Visman is associated with ASTM Committee D05 (Coal and Coke) and he is one of the big names in sampling history. There's a bunch of ASTM standards in this area that are easily found by a search on the http://is.gd/eCC8Wm website. In terms of links then try: http://is.gd/2UUBsE coal http://is.gd/6iLEDn

You'll then be able to access a whole bunch of standards relating to sampling methods, chemical analysis, methods of testing, specifications and classifications, definitions of terms etc. For older books on the subject then try http://is.gd/Weh7uF. As one example:

Unfortunately you can only access them if you purchase them or have a subscription. You can purchase individual standards or larger access. They have a good search engine that allows you to preview some of the standards before you buy.
