I am fresh graduate from the university currently undergoing training as a metallurgist and i would like to know the factors that can cause multiple tank overflow at the CIL circuit. thanks

If you have in slurry carbon screens, your screens may be blinding reducing slurry flow out of the tanks.  Clean the surfaces of the screens.  Some models have wipers on the screens, others use air to sweep the screens clean.

A second possibility is your outlets from the tanks are not handling the in flow from the mill circuit.  You then either need to modify the outlets to handle the flow or reduce the tonnage and slurry feed amount until you are in balance.  Blocked carbon screens are a likely cause of this also.
