I've been working on steel slag and sometimes the solution of leaching get gelated and crystalized?

I experienced this problem when leaching copper silicate, mainly chrysocolla. After copper leached out, the was a blob of silica gel was left as a residue. Your problem may be silica gel any time there is influx of a similar silicate substance in the steel slag.

Commonly, like Siddingquf said, the sillica gel may be one key factor.
